What is this self-study package?



"How to get started - Energy Agencies": a Practical support for Energy Agencies.

"How to get started - Local Authorities": a Practical support for Local Authorities.


e-Atomium offers you on-line courses through long-distance learning. This self-study package is compiled especially for local actors working in the field of energy saving and/or transport. Energy agencies, energy efficiency advice centres and local authority energy professionals are the main target groups. However, everybody interested in the field of transport and mobility can consult this self-study package and benefit from the examples provided. The self study package offers the opportunity to study on an individual basis – where and whenever you want. Within the package it is explained what the goal is of e-Atomium, who can benefit, what to learn and how to get started.






What is e-Atomium?



e-Atomium is a training program aimed at increasing the knowledge and competencies of energy agencies, energy efficiency advice centres and local authority energy professionals in the important field of sustainable energy use in transport. e-Atomium helps them by providing tailor made training and educational programmes in the field of transport and mobility. With, for example, the assistance of the training courses, e-Atomium wishes to address the supporting role and stimulate the active participation at local, regional and European level from the energy agencies, advice centres and local authority energy professionals in the field of sustainable energy use in transport.





Who can benefit from this self study package?



Anybody interested in the field of transport and mobility can consult this self-study package but especially those who are working in one of the following organisations can learn more about energy saving in transportation:
- an energy agency,
- an energy efficiency advice centre,
- a local authority energy professional.





What are the benefits for me?

For each training theme we provide:
- A training manual, which consists of theoretical background information and lots of practical examples.
- A glossary with an explanation of the most important terms used.
- A PowerPoint presentation, which gives you a nice summary of the training manual
- Some examples for you to follow.
- A blueprint for setting up actions in the field of energy saving in transport yourself (how to get started).
- Links to many interesting websites and case studies.






How does it work?



All training material is provided for free. Just surf through the e-Atomium website, the Library section especially and download the materials you are interested in.
Your own pace determines the time you need to complete an e-Atomium training. Actually, the e-Atomium training materials are compiled in such a way, that they can be used throughout time as a book of reference when working in the field of energy saving and transport.





Who wrote this for me?



People from six different European countries working in the field of transport and mobility with experience in education and training. When compiling the training material, the knowledge of different tutors was brought together.

Mobility Management


What is it?

Mobility Management is primarily a demand-oriented approach to passenger and freight transport that involves new partnerships and a set of tools to support and encourage a change of attitude and behaviour towards sustainable modes of transport. These tools are usually based on information, organisation, and co-ordination and require promotion.
Mobility Management (MM) activities are a “soft policy” approach. Mobility Management measures can be used independently, but also in combination with “hard policies” such as infrastructure investments and thus maximise the benefits of the investments.

What are the learning goals?

The trainees should gain the following skills and knowledge:
- To realize the context between energy efficiency and soft transport measures as well as the impacts of an implementation of soft measures
- To realize the context between hard policies and soft policies and to see the value and impact of Mobility Management
- To realize transport problems on site level and to define these problems
- To set up an analysis and implementation programme for these sites and situations
- To give advise or direct consulting of city administrations and other stakeholders for the introduction of MM schemes.

Awareness raising activities and communication Campaigns


What is it?

Campaigns can be defined as “purposive attempts to inform, persuade, and motivate a population (or sub-group of a population) using organised communication activities through specific channels, with or without other supportive community activities [1].”

What are the learning goals?

The aim of this training manual is to increase the knowledge and competencies of energy management agencies, energy efficiency advice centres and local authority energy professionals in the field of “Awareness raising activities and communication Campaigns”, especially regarding the topics mentioned in the table above.

The training manual has been prepared to help you understand what “Awareness raising activities and communication Campaigns” are about. It gives you an overview of the reasons why “Awareness raising activities and communication Campaigns” should be launched and organised in your territory.

Thanks to the training manual, you will be able to help local authorities and other relevant actors in launching and organising their own “Awareness raising activities and communication Campaigns” and to carry them out on your own. Alternative fuels and vehicles


What is it?

The demand for travel needs to be managed and mobility should become more efficient, but still goods will have to be moved, services carried out and people will still wish to travel with their own private vehicles. To minimise the adverse impacts of this continued demand for road transport, alternative fuels and vehicles are needed. There are several ways of achieving reductions in emissions from a road vehicle:
- Increasing vehicle efficiency
- Using exhaust after-treatment
- Using alternative fuels

What are the learning goals?

The aim of this module is to provide energy agencies, energy efficiency advice centres (EEACs) and other local energy actors with the information and knowledge that they will need when giving advice in this area. It will also enable effective decision-making regarding projects that may or may not be of value in terms of reducing the impact of road transport in their area.

By the end of the training, the recipient should be able to:
1. Differentiate between the main types of alternative fuels
2. Understand the benefits and complications of exhaust after-treatment
3. Be able to advise the public, business and governments as to the appropriateness of various alternative fuels
4. Be aware of the legislation relating to emissions from road vehicles and alternative fuels
5. In the case of energy agencies, be able to apply their knowledge in the pursuit of funding for transport projects

Demand Management


What is it?

Within the e-Atomium-project, Demand Management has been defined as ‘all strategies made up of measures related to infrastructure, land use or regulations that influence the need to travel or make it no longer necessary to travel by private car.’ Due to the large number of the sub topics it is not possible to describe all of them into great detail. Therefore a choice has been made to limit the description to the following three topics:
- road pricing schemes
- access restrictions
- car free cities and town-planning initiatives aimed at minimising car use.

What are the learning goals?

The aim of this module is to provide energy agencies, energy efficiency advice centres (EEACs), local energy actors, local authorities and civil servants with the information and knowledge needed to give advice in the area of Demand Management. It will also enable effective decision-making regarding projects that may or may not be of value in terms of reducing the impact of road transport in their area and in terms of energy savings.

By the end of the training, the recipient therefore should be able to:
1. define a Demand Management strategy
2. distinguish promising Demand Management measures applicable for solving local transportation problems, which also contribute to energy saving objectives, and furthermore participate in multi stakeholder working groups dealing with transportation problems.
