Main objectives


e-Atomium aims to increase the knowledge and competencies of energy agencies, energy efficiency advice centres and local authority energy professionals in the important field of sustainable energy use in transport.

To reach this objective e-Atomium developed and provided tailor made training and educational programmes for the specific target groups in a way to extend their competencies, knowledge and network in the field of transport and mobility.

On the long run, the project wishes also to address the supporting role and stimulate the active participation at local, regional and European level from the energy agencies, energy efficiency advice centres and local authority energy professionals in the field of sustainable energy use in transport.






Benefits for energy agencies & local actors


By participating in the e-Atomium training, energy agencies, energy efficiency advice centres and local authority energy professionals from Belgium, France, Ireland, Italy, The Netherlands and the United Kingdom:
- got tailor made training and educational programmes in a way to extend their competencies, knowledge and network in the field of transport and mobility,
- got opportunities to include sustainable energy use in transport as part of their core activity,
- exchanged their experience and transfered their know-how in the field of sustainable energy use in transport via in particular examples to follow (good practices & business cases), the participation in workshops, site visits, etc.





Description


e-Atomium was primarily designed for strengthening the knowledge and competencies of energy agencies, energy efficiency advice centres and local authority energy professionals in the field of sustainable energy use in transport. To stimulate active participation and future initiatives at local level more is needed than merely a transfer of information and knowledge. Therefore, e-Atomium worked with a bottom-up approach to ensure tailor made training and educational programmes.

Building on the collected information from the preparation phase, the first phase analysed the existing knowledge, experiences, identified knowledge gaps, needs and aspirations of the target groups. Furthermore e-Atomium examined competencies and skills necessary to work in the field of sustainable energy use in transport. In this first phase energy agencies and networks of energy agencies were intensively involved in the project as they are the most important key actors.

In the second phase the necessary didactic strategies were set up and training & educational material was developed in co-operation with the target groups. In the educational outlines and the development of the courses, a continuous process of quality assurance took place. Based on the exchange of information with key actors and the target groups a list of most relevant topics for the training was selected. The involvement of key actors during the entire time span of the project ensured the transferability of the training programmes to all EU countries; while providing the flexibility of adapting the course country specific.

During the third phase of the project, the developed training programmes were implemented in six different countries (Belgium, France, Ireland, Italy, The Netherlands and the United Kingdom). Individual business cases were developed in close co-operation with the trainees. One should note that a business case should strengthen the energy agency and/or energy efficiency advice centres and/or local authority energy professionals to include sustainable energy use in transport as part of their core business. An evaluation of the developed course material & training programmes and their transferability concluded this phase of the project.

Dissemination of the results and the spreading of the outcomes & good practices are actions that are currently undertaken. Different promotion & dissemination products (final brochure, training materials, self-study package, etc.) are some of the means of communication used in e-Atomium.






Achievements


These can be summarized as follows:
- development of a transferable training course for all EU countries,
- increased interest and enthusiasm of energy agencies, energy efficiency advice centres and local authority energy professionals to work on sustainable energy use in transport at local level,
- contribution to the creation of new competencies of the working staff from energy agencies or local bodies who received the e-Atomium training,
- setting up of new structures for co-ordination and information exchange,
- increased active participation on energy use in transport in the long run.

Other relevant EIE-STEER projects


As part of the “Intelligent Energy - Europe” Programme of the European Community, the European Commission is currently supporting other STEER projects in addition to e-Atomium, especially: Competence, Treatise and e-Tream.

All four projects aim to strengthen the transport knowledge of local energy agencies and other comparable local bodies, and this enables the agencies to promote the use of best practice and other measures, aiming at increased energy efficiency and the use of alternative fuels in transport.

In order to achieve this aim, all four projects organised training, education activities or distance learning activities in sustainable transport and supported local actors to collaborate in programme and project participation throughout Europe. The four projects have started in January 2005 or January 2006 and will end in June 2007 or June 2008.

The four projects developed complementary training, educational activities or distance learning activities (e.g. in terms of approach, methodology, topics addressed, geographic area covered, etc.), to give an answer to the current needs and gaps in knowledge and competencies of the local energy agencies and other local bodies. Throughout the project life time the European Commission supported all four projects to co-operate and to look for synergies in their respective project activities.
